"Another interesting grab for cash by Fremont is the sub-rosa juggernaut of the redevelopment agency to snag an additional $1.1 billion by amending its spending cap. In order to do this, dangling an Irvington BART station as the carrot, the agency is busy spending plenty of money to prepare documents.
