Fremont Economic "Planning"

As a municipality, there are loads of reasons to talk about being "broke".    The state takes more -  taxpayers pay less - pensions are running out of sight - tough times. . . . . .

But here's some investigative reporting   (something that's tough to come by)  that shows that it is, in part,  the choices made by a City management long ago, which - in the case of these two cities - has made the difference between one city struggling and another who is flush with cash.

One of the points this article makes is that all cities suffer from the same uncertainties and challenges we hear about in the headlines these days  - but some figure out how to navigate uncertain waters while reducing the impact of those negative external forces - others do not appear to possess the same kind of foresight.
